    Summer Levy Planning and Facilities Master Plan Task Force Update

    No Summer Break in Levy Planning

    School was out for summer, but that didn’t slow the planning for the Building Excellence V (BEX V) Capital Levy. This capital levy, along with an operations levy, will be submitted to voters in February 2019.

    Currently, an evaluation and selection process is underway to determine what construction and facilities projects should be recommended to the School Board for inclusion in BEX V. (In addition, the Department of Technology Services is developing recommendations on what technology funding should be included in the levy.)

    In early summer, the Facilities Master Plan Task Force convened to support the School Board’s oversight of capital planning by reviewing elements of the district’s Facilities Master Plan (FMP) update. The FMP, which is approved by the School Board, provides the basis for developing the capital levy programs.

    Nineteen community members and a representative from the City of Seattle’s Office of Planning and Community Development make up the task force. District staff from the departments of Capital Projects and Planning, Enrollment, Research and Evaluation, and Racial Equity and Advancement provide the information needed to make recommendations.

    At five meetings scheduled in July and August, the task force reviewed reports and received presentations on topics such as enrollment projections, capacity analyses, past and current facilities master plans, equity and implicit bias, and the 2014 Facilities Condition and Educational Adequacy report.

    Throughout the process, potential recommendations to the School Board regarding the Facilities Master Plan and scoring criteria for selecting BEX V projects were captured. At the August 13 task force meeting, most potential recommendations were reviewed, the language was finalized, and committee members voted. The remaining potential recommendations will be finalized by the end of August.
